AN ACT to amend the environmental conservation law, in relation to enti-
  tling certain holders of lifetime freshwater fishing licenses the same
  permissions as holders of lifetime recreation marine fishing licenses

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Subdivision  4  of  section  11-0702 of the environmental
conservation law, as added by chapter 352 of the laws of 1987 and renum-
bered by chapter 626 of the laws of 1988, is  renumbered  subdivision  5
and new subdivision 4 is added to read as follows:
  4.    ALL  HOLDERS  OF  A  LIFETIME FRESHWATER FISHING LICENSE WHO ARE
SIXTY-NINE YEARS OF AGE OR YOUNGER, OR HOLDERS OF A LIFETIME  FRESHWATER
FISHING  LICENSE  WHO  WERE SEVENTY YEARS OF AGE OR OLDER PRIOR TO APRIL
SEVENTH, TWO THOUSAND NINE, SHALL BE ENTITLED TO THE SAME PERMISSIONS AS
THOSE HOLDERS WHO PURCHASED A LIFETIME RECREATION MARINE FISHING LICENSE
ON OR AFTER APRIL SEVENTH, TWO  THOUSAND NINE.
  S 2. This act shall take effect immediately.
