TITLE OF BILL: An act to amend the environmental conservation law, in
relation to fees for licenses for disabled persons injured in the course
of World Trade Center rescue activity or cleanup operations
PURPOSE OR GENERAL IDEA OF BILL: This legislation would provide for free
life time hunting and fishing licenses to individuals who are disabled
as a result of their work done at the Ground Zero site.
SUMMARY OF SPECIFIC PROVISIONS: Section one amends section 11-0715 of
the environmental conservation law by adding a new paragraph seven that
permits a state resident who is otherwise entitled to exercise the priv-
ileges of any license to which this section applies, and who has a disa-
bility occurring as a result of World Trade Center rescue activity or
cleanup operations, shall be entitled to receive such license free of
cost.
Section two provides the effective date.
JUSTIFICATION: The tragic events of September 11th left an indelible
scar on the country. However to the chagrin of those who would have us
cower in terror, brave and selfless New Yorkers set to work rescuing
those still trapped and began the process of moving forward. Now years
removed from that horrific day the site of Ground Zero is being rebuilt
and for most of us our lives have returned to normal, unfortunately

AN ACT to amend the environmental conservation law, in relation to fees

THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. Section 11-0715 of the environmental conservation law is
amended by adding a new subdivision 7 to read as follows:
7. A RESIDENT OF THE STATE WHO IS OTHERWISE ENTITLED TO EXERCISE THE
PRIVILEGES OF ANY LICENSE TO WHICH THIS SECTION APPLIES, AND WHO HAS A
DISABILITY OCCURRING AS A RESULT OF WORLD TRADE CENTER RESCUE ACTIVITY
OR CLEANUP OPERATIONS, SHALL BE ENTITLED TO RECEIVE SUCH LICENSE FREE OF
COST.
S 2. This act shall take effect on the thirtieth day after it shall
have become a law.
