Provides that any proposition for the expenditure of reserve funds for the purposes of reducing real property tax levies by any school district shall be included in any subsequent budget proposals or contingency budgets for any given school year.

AN ACT to amend the  education  law,  in  relation  to  school  district
  reserve funds and school budgets

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 3651 of the education law is amended  by  adding  a
new subdivision 5-a to read as follows:
  5-A.    ANY  PROPOSITION  FOR THE EXPENDITURE OF RESERVE FUNDS FOR THE
PURPOSES OF REDUCING REAL PROPERTY TAX LEVIES  BY  ANY  SCHOOL  DISTRICT
SHALL  BE  INCLUDED  IN  ANY  SUBSEQUENT BUDGET PROPOSALS OR CONTINGENCY
BUDGETS FOR ANY GIVEN SCHOOL YEAR.
  S 2. This act shall take effect immediately.
