AN ACT to amend the  education  law,  in  relation  to  creating  a  fee
  remission program for veterans

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The education law is amended by adding a new section  669-e
to read as follows:
  S 669-E. FEE REMISSION FOR VETERANS. 1. THE CORPORATION IS AUTHORIZED,
WITHIN  AMOUNTS  APPROPRIATED  OR  OTHERWISE LAWFULLY AVAILABLE FROM ANY
OTHER SOURCE, TO ESTABLISH A FEE REMISSION FOR VETERANS.
  2. THE TERM "VETERAN" MEANS A PERSON, MALE OR FEMALE, RESIDENT OF THIS
STATE, WHO HAS SERVED IN THE ACTIVE MILITARY OR  NAVAL  SERVICE  OF  THE
UNITED  STATES  DURING  A WAR IN WHICH THE UNITED STATES ENGAGED AND WHO
HAS BEEN RELEASED FROM  SUCH  SERVICE  OTHERWISE  THAN  BY  DISHONORABLE
DISCHARGE, OR WHO HAS BEEN FURLOUGHED TO THE RESERVE.
  3. (A) THE CORPORATION SHALL GRANT FULL REMISSION OF TUITION, ACADEMIC
FEES AND SEGREGATED FEES CHARGED FOR ONE HUNDRED TWENTY-EIGHT CREDITS OR
EIGHT  SEMESTERS,  WHICHEVER  IS LONGER, LESS THE AMOUNT OF ANY ACADEMIC
FEES  OR  SEGREGATED  FEES  PAID  UNDER  10  USC  2107(C)  OR   38   USC
3104(A)(7)(A),  TO  ANY  STUDENT  WHO  IS  A  VETERAN. THIS REMISSION OF
TUITION AND FEES SHALL BE APPLICABLE TO  ANY  SCHOOL  WITHIN  THE  STATE
UNIVERSITY OF NEW YORK OR CITY UNIVERSITY OF NEW YORK SYSTEMS.
  (B)  THE  AMOUNT  OF TUITION REMISSION GRANTED IN ANY SEMESTER OR TERM
FOR AN ELIGIBLE PERSON MUST BE DETERMINED BY SUBTRACTING FROM THE ELIGI-
BLE PERSON COST OF ATTENDANCE AT THAT ELIGIBLE PUBLIC  INSTITUTION,  THE
AMOUNT RECEIVED IN THAT SEMESTER OR TERM BY THAT PERSON FROM:
  (I) THE FEDERAL PELL GRANT;
  (II) THE STATE GRANT PROGRAM; AND
