AN ACT to amend the vehicle and traffic law, in relation to the  licens-
  ing of drivers

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Subdivision 4 of section 502 of the vehicle and traffic law
is amended by adding a new paragraph (h) to read as follows:
  (H) IN ORDER TO INSURE THAT AN APPLICANT FOR  A  DRIVER'S  LICENSE  IS
CAPABLE  OF  UNDERSTANDING  THE  MEANING  OF THE VARIOUS TRAFFIC CONTROL
DEVICES USED IN THIS STATE AND  OF  COMPREHENDING  ANY  INSTRUCTIONS  OR
DIRECTIONS A LAW ENFORCEMENT OFFICER OR ANY OTHER OFFICIAL AUTHORIZED TO
REGULATE  OR  DIRECT TRAFFIC MAY GIVE, EACH APPLICANT SHALL DEMONSTRATE,
IN A MANNER PRESCRIBED BY THE COMMISSIONER, AN ABILITY TO  READ,  WRITE,
UNDERSTAND  AND  SPEAK  THE  ENGLISH  LANGUAGE.  THE  COMMISSIONER SHALL
PROVIDE THAT THE DRIVER'S LICENSE EXAMINATIONS SHALL BE  GIVEN  ONLY  IN
THE ENGLISH LANGUAGE.
  S  2. This act shall take effect on the first of January next succeed-
ing the date on which it shall have become a law and shall apply to  all
applicants seeking a driver's license on and after such date.
