AN ACT to amend the public health law, in  relation  to  limitations  on
  state aid

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Subdivision 2 of section 616 of the public health  law,  as
added by chapter 901 of the laws of 1986, is amended to read as follows:
  2.  No payments shall be made from moneys appropriated for the purpose
of this article to a municipality for contributions by the  municipality
for  indirect  costs [and fringe benefits, including but not limited to,
employee retirement funds, health insurance  and  federal  old  age  and
survivors insurance].
  S  2. This act shall take effect on the first of January next succeed-
ing the date on which it shall have become a law, except that any  rules
and  regulations  necessary for the timely implementation of this act on
its effective date shall be promulgated on or before such date.
