Increases the percentage of the funds allocated to substate grantees from the federal economic dislocation and worker adjustment act available to be expended for administrative expenses; increases caps to be expended on administrative expenses from twelve to fifteen percent.

AN  ACT  to  amend the labor law, in relation to administrative expenses
  for job retraining services

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Subdivision 3 of section 847 of the labor law, as amended
by chapter 341 of the laws of 1990, is amended to read as follows:
  3. Not more than [twelve] FIFTEEN percent of the funds  [expended  by]
ALLOCATED TO substate grantees pursuant to [paragraph] SUBDIVISION three
of  section  eight  hundred  forty-eight of this article shall be [used]
EXPENDED for administrative expenses.
  S 2. This act shall take effect immediately.
