AN ACT in relation  to  directing  the  education  department  to  issue
  certain  state aid to the Edgemont union free school district in West-
  chester county for certain capital construction projects

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1. All the acts done and proceedings heretofore had and taken
or caused to be had and taken by the Edgemont union free school district
in Westchester county and by all its officers or agents relating  to  or
in    connection   with   projects   660406-0001-011,   660406-0006-004,
660406-0008-007, and 660406-0016-001, and all acts  incidental  thereto,
upon  submission  to  the  commissioner  of  education of the final cost
report of such projects on or before June 30, 2009, in such form as such
commissioner shall require and following review  and  approval  of  such
projects  by  such  commissioner  pursuant to article 9 of the education
law, shall be deemed to be legalized, validated, ratified and confirmed,
notwithstanding any failure to  comply  with  the  approval  and  filing
provisions  of the education law or any other law or any other statutory
authority, rule or regulation,  in  relation  to  any  omission,  error,
defect, irregularity or illegality in such proceedings had and taken.
  S 2. The education department is hereby directed to consider plans and
specifications  submitted  for such projects on or before June 30, 2009,
to have been submitted in a timely manner, and to review such plans  and
specifications  pursuant  to  article  9  of  the education law, and, if
appropriate, to establish approved costs for such projects. The approved
costs of the aforementioned projects shall be deemed  to  be  valid  and
proper  obligations  of the Edgemont union free school district in West-
chester county provided that any amount due and payable to the  Edgemont
union  free  school  district  for  school  years prior to the 2005-2006
