AN  ACT  to  amend  the  alcoholic  beverage control law, in relation to
  banning over-under policy in bars

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  The alcoholic beverage control law is amended by adding a
new section 118-a to read as follows:
  S 118-A. PROHIBITIONS. NOTWITHSTANDING ANY LAW,  RULE,  REGULATION  OR
LOCAL  ORDINANCE  TO THE CONTRARY, A LICENSE OR PERMIT TO SELL ALCOHOLIC
BEVERAGES AT RETAIL FOR CONSUMPTION ON PREMISES  SHALL  BE  REVOKED  FOR
CAUSE  AS  PROVIDED  IN SECTION ONE HUNDRED EIGHTEEN OF THIS ARTICLE, IF
SUCH ESTABLISHMENT ADMITS UNDER-AGE PATRONS AS PART OF AN OVER-UNDER AGE
POLICY.
  S 2. This act shall take effect on the ninetieth day  after  it  shall
have become a law.
