Requires the New York city transit authority publish a preliminary annual operating budget and hold public hearings thereon at least 60 days prior to adoption of annual operating budget; specifies elements regarding proposed units of appropriation for preliminary and adopted budgets including requiring line items of appropriation to support said units and supporting statements of programmatic objectives of particular programs, purposes or activities to support proposed units of appropriation.

COLTON, DINOWITZ, PHEFFER, WRIGHT -- read once and referred to the Committee on Corporations, Authorities and Commissions AN ACT to amend the public authorities law, in relation to requiring a public hearing on the New York city transit authority annual operating budget THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The public authorities law is amended by adding a new section 1203-c to read as follows: S 1203-C. ANNUAL OPERATING BUDGET HEARING; FORM AND CONTENT OF ANNUAL BUDGET. 1. THE AUTHORITY SHALL, AT LEAST SIXTY DAYS PRIOR TO THE ADOPTION BY THE BOARD OF ITS ANNUAL OPERATING BUDGET, PUBLISH A PRELIMI- NARY BUDGET. AT LEAST THIRTY DAYS PRIOR TO ADOPTING ITS BUDGET, THE BOARD OF THE AUTHORITY SHALL, UPON THIRTY DAYS' PUBLIC NOTICE, HOLD A HEARING TO OBTAIN PUBLIC COMMENT ON ITS PRELIMINARY BUDGET. 2. THE PRELIMINARY AND ADOPTED BUDGETS SHALL CONSIST OF PROPOSED UNITS OF APPROPRIATION FOR PERSONAL SERVICE AND PROPOSED UNITS OF APPROPRI- ATION FOR OTHER THAN PERSONAL SERVICE FOR THE ENSUING FISCAL YEAR. EACH PROPOSED UNIT OF APPROPRIATION SHALL REPRESENT THE AMOUNT PROPOSED FOR PERSONAL SERVICE OR FOR OTHER THAN PERSONAL SERVICE FOR A PARTICULAR PROGRAM, PURPOSE, OR ACTIVITY AND SHALL BE ACCOMPANIED BY A STATEMENT OF THE PROGRAMMATIC OBJECTIVES OF THE PARTICULAR PROGRAM, PURPOSE, OR ACTIVITY INVOLVED. EACH PROPOSED UNIT OF APPROPRIATION CONTAINED IN THE BUDGET SHALL BE SUPPORTED BY LINE ITEMS SHOWING HOW THE TOTAL AMOUNT OF SUCH UNIT IS DETERMINED. THE UNITS OF APPROPRIATION SHALL BE IN SUCH FORM AND CONTAIN SUCH INFORMATION AS MAY BE DETERMINED BY THE MEMBERS OF THE BOARD IN ACCORDANCE WITH THIS SUBDIVISION. S 2. This act shall take effect immediately, and shall apply to budg- ets of the authority which are proposed at least 6 months after this act shall have become a law.
