Authorizes and directs the commissioner of education to require that school districts adopt student to adult ratios in outside play areas; provides that such ratios shall establish an appropriate number of adult monitors required to be present in outside play areas based on the number of students in such areas.

AN ACT to amend the education law, in relation to outside play areas

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The education law is amended by adding a new section 319 to
read as follows:
  S 319. OUTSIDE PLAY AREA AND STUDENT TO ADULT RATIOS. THE COMMISSIONER
IS AUTHORIZED AND DIRECTED TO PROMULGATE RULES AND REGULATIONS  FOR  THE
ESTABLISHMENT  OF GUIDELINES BY WHICH STUDENT TO ADULT RATIOS IN OUTSIDE
PLAY AREAS ON SCHOOL GROUNDS AND OTHER PROPERTY OF THE  SCHOOL  DISTRICT
ARE TO BE DETERMINED. EACH SCHOOL DISTRICT SHALL, IN ACCORDANCE WITH THE
COMMISSIONER'S REGULATIONS, ADOPT A STUDENT TO ADULT RATIO, ESTABLISHING
THE  NUMBER OF ADULTS TO STUDENTS REQUIRED TO BE IN ATTENDANCE ACTING IN
A SUPERVISORY CAPACITY AT SUCH OUTSIDE PLAY AREAS.
  S 2. This act shall take effect immediately.
