BILL NUMBER:A248 TITLE OF BILL: An act to amend the public authorities law, in relation to the lieutenant governor serving as ex-officio member of every public authority PURPOSE: Provides that a Lieutenant-Governor shall serve as an ex-offi- cio member of every public authority in the State of New York. SUMMARY OF PROVISIONS: Section I adds a new subdivision 4 to section 2825 of the Public Authorities Law, providing that the Lieutenant-Gover- nor shall serve as an ex-officio member of every public authority in the State. Section 2 establishes an effective date. JUSTIFICATION: Under current law, public authorities have great auton- omy. Once the members of an authority have been appointed, they are no longer responsible to the Governor's administration. The election of a new Governor often causes conflict between the policies of the new administration and the will of the members of the authority, who were appointed by a previous administration. This bill will give the current administration a voice in the decision making process of authorities by giving the Lieutenant-Governor an ex-officio seat on the boards of all public authorities in this State.

Section 2825 of the public authorities law is amended by adding a new subdivision 4 to read as follows: 4. THE LIEUTENANT GOVERNOR SHALL SERVE AS AN EX-OFFICIO MEMBER OF EVERY PUBLIC AUTHORITY IN THIS STATE. S 2. This act shall take effect immediately.
