AN ACT in relation to authorizing and directing the state commission  of
  correction  to  study  the  feasibility  and effects of implementing a
  vendor supply service for state prisoners

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The state commission of correction, in conjunction with the
department of economic development and the department of agriculture and
markets,  is hereby authorized and directed to study the feasibility and
effects of implementing a vendor supply service  for  state  prisons  to
supplement or replace the existing prisoner package policy and procedure
on prison security and safety, potential impact on small farms and busi-
nesses  in New York state, and potential employment opportunities and to
report its findings to the legislature, the governor and the commission-
er of the department of correctional services within  one  year  of  the
effective date of this act.
  S 2. This act shall take effect immediately.
