AN ACT to amend the election law, in relation to restricting the use  of
  certain contribution funds for legal fees

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The election law is amended by adding a new section  14-131
to read as follows:
  S  14-131.  CONTRIBUTION  FUNDS;  RESTRICTION  ON USE. 1. NO CANDIDATE
SHALL USE CONTRIBUTIONS RECEIVED DURING THE ELECTION  CAMPAIGN  FOR  THE
PAYMENT  OF  LEGAL EXPENSES AND ATTORNEYS FEES IN THE DEFENSE OF A CIVIL
OR CRIMINAL CASE ARISING UNDER THE LAWS OF THIS STATE.
  2. NOTHING IN THIS SECTION  SHALL  RESTRICT  A  CANDIDATE'S  RIGHT  TO
ESTABLISH,  AND SOLICIT CONTRIBUTIONS SPECIFICALLY FOR, A SEPARATE LEGAL
DEFENSE FUND.
  S 2. This act shall take effect immediately.
