AN  ACT  to  amend  the  public  health law, in relation to creating the
  statewide commission on chronic disease tracking

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  The  public health law is amended by adding a new section
2819-a to read as follows:
  S 2819-A. COMMISSION ON CHRONIC DISEASE  TRACKING.  1.  COMMISSION  ON
CHRONIC  DISEASE  TRACKING ESTABLISHED. THE DEPARTMENT SHALL ESTABLISH A
STATEWIDE COMMISSION ON CHRONIC DISEASE TRACKING, WHICH SHALL DEVELOP  A
PROGRAM  DESIGNED  TO  TRACK  CHRONIC  CHILDHOOD  DISEASE TO PROTECT THE
HEALTH OF CHILDREN IN THE STATE. THE COMMISSIONER SHALL ADOPT ANY  RULES
AND  REGULATIONS  NECESSARY  TO  IMPLEMENT THIS SECTION AND SHALL EMPLOY
SUCH ASSISTANTS AND PERSONNEL, WITHIN THE AMOUNT OF  THE  APPROPRIATION,
AS  IS  NECESSARY  TO  CARRY  OUT  THE  PROVISIONS  OF THIS SECTION. FOR
PURPOSES OF THIS SECTION, "HOSPITAL" MEANS THE  SAME  AS  SUCH  TERM  IS
DEFINED IN SECTION TWENTY-EIGHT HUNDRED ONE OF THIS ARTICLE.
  2.  PURPOSE  AND  FUNCTIONS.  THE  DEPARTMENT, AT THE DIRECTION OF THE
COMMISSIONER, SHALL: A.  ESTABLISH  GUIDELINES,  DEFINITIONS,  CRITERIA,
STANDARDS AND CODING FOR HOSPITAL IDENTIFICATION, TRACKING AND REPORTING
OF  CHRONIC CHILDHOOD DISEASES WHICH SHALL BE CONSISTENT WITH THE RECOM-
MENDATIONS OF RECOGNIZED CENTERS OF EXPERTISE IN THE IDENTIFICATION  AND
PREVENTION  OF  CHRONIC CHILDHOOD DISEASES INCLUDING, BUT NOT LIMITED TO
THE NATIONAL HEALTH CARE SAFETY  NETWORK  OF  THE  CENTERS  FOR  DISEASE
CONTROL AND PREVENTION OR ITS SUCCESSOR.
  B.  DEVELOP  LABORATORY,  CLINICAL AND STATISTICAL RESEARCH ON CHRONIC
DISEASE AND HEALTH PROBLEMS OF CHILDREN IN CONSULTATION WITH  THE  STATE
