AN  ACT  to  amend  the public health law, in relation to certificate of
  birth data

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Subdivision 1 of section 4138-a of the public health law,
as added by chapter 409 of the laws of  1978,  is  amended  to  read  as
follows:
  1.  A certificate of birth data shall be made whenever proper proof is
submitted to the commissioner that a person[, who is under  the  age  of
eighteen and] born outside of the United States has been validly adopted
by  residents  of this state pursuant to a judgment, order, or decree of
adoption issued by a court of  competent  jurisdiction  in  this  state,
another state, or a foreign country.
  S 2. This act shall take effect immediately.
