AN ACT to amend the social services law, in relation to limiting certain
  Medicaid expenses paid by a social services district

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Subdivision 1 of section 368-a of the social services law
is amended by adding a new paragraph (z) to read as follows:
  (Z) ONE HUNDRED PERCENT OF  THE  DIFFERENCE  BETWEEN  (I)  THE  AMOUNT
EXPENDED  BY  THE  SOCIAL  SERVICES  DISTRICT FOR ALL MEDICAL ASSISTANCE
FURNISHED UNDER THIS TITLE FOR THE CURRENT  FISCAL  YEAR  NOT  OTHERWISE
REIMBURSABLE  BY THE STATE PURSUANT TO THIS SECTION, AND (II) THE AMOUNT
EXPENDED BY THE  SOCIAL  SERVICES  DISTRICT  FOR  ALL  MEDICAL  SERVICES
FURNISHED  UNDER  THIS  TITLE  NOT REIMBURSABLE BY THE STATE PURSUANT TO
THIS SECTION FOR THE FISCAL YEAR IMMEDIATELY PRECEDING THE  FISCAL  YEAR
DURING WHICH THIS PARAGRAPH SHALL HAVE BECOME A LAW.
  S 2. This act shall take effect immediately.
