AN  ACT  to amend part E of chapter 59 of the laws of 2004, amending the
  vehicle and traffic law relating to driver responsibility assessments,
  in relation to the effectiveness thereof

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Section  3  of  part E of chapter 59 of the laws of 2004,
amending the vehicle and traffic law relating to  driver  responsibility
assessments, is amended to read as follows:
  S  3.  This  act shall take effect on the ninetieth day after it shall
have become a law AND SHALL EXPIRE ON MARCH 31, 2011 WHEN UPON SUCH DATE
THE PROVISIONS OF THIS ACT SHALL BE DEEMED REPEALED.
  S 2. This act shall take effect immediately.
