THIELE, WALKER, ALFANO, BARRA -- read once and referred to the Committee on Housing AN ACT to amend the private housing finance law, in relation to provid- ing state assistance to municipalities which provide affordable work- force housing, and making an appropriation therefor THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Legislative findings. The legislature hereby finds that it is the public policy of the state of New York to foster the goal of home ownership and the provision of affordable workforce housing in the state. It is further found by this legislature that municipalities have a responsibility to assist in providing a fair share of the regional need for affordable housing. Furthermore, each municipality has the responsibility to establish a comprehensive land use plan that provides balanced and diverse housing options for all segments of the community. This act would provide an incentive of state financial assistance for municipalities which establish a comprehensive land use plan and zoning local laws or ordinances which require the provision of affordable work- force housing as a condition of approval for site plans, subdivisions or other land use approvals for residential or mixed use development proposals with five or more residential units. The state assistance would be based upon the number of affordable workforce housing units actually produced. Municipalities may also provide a density bonus as part of their comprehensive land use plans and zoning local laws or ordinances to promote the economic feasibility of providing affordable workforce hous- ing. S 2. The private housing finance law is amended by adding a new arti- cle 23 to read as follows: ARTICLE XXIII AFFORDABLE WORKFORCE HOUSING INCENTIVE PROGRAM EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
