Requires school bus attendants on buses transporting students in grades kindergarten through eighth grade in the city school district of the city of New York; further expands the duties of a school bus attendant to assist any child under the age of thirteen or any handicapped student with boarding and leaving the bus and to assist such children and students with crossing the street.

AN  ACT  to amend the education law, in relation to providing school bus
  attendants on all buses transporting  certain  students  in  the  city
  school  district of the city of New York; and to amend the vehicle and
  traffic law, in relation to expanding  the  duties  of  a  school  bus
  attendant

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 2590-g of the education law is amended by adding  a
new subdivision 7 to read as follows:
  7.  PROVIDE  SCHOOL BUS ATTENDANTS, AS DEFINED IN SECTION ONE THOUSAND
TWO HUNDRED TWENTY-NINE-D OF THE VEHICLE AND TRAFFIC LAW, FOR ALL SCHOOL
BUSES OR VANS  TRANSPORTING  STUDENTS  IN  GRADES  KINDERGARTEN  THROUGH
EIGHTH  GRADE IN THE CITY DISTRICT TO AND FROM SCHOOL OR TO AND FROM ANY
SCHOOL RELATED ACTIVITY.
  S 2. Subdivision 1 of section 1229-d of the vehicle and  traffic  law,
as  added  by  chapter  675  of  the laws of 1985, is amended to read as
follows:
  (1) "School bus attendant" shall mean a person employed or  authorized
by a school district to ride on a school bus as defined in paragraph (a)
of  subdivision  one  of section five hundred nine-a of this chapter for
the purpose of maintaining order [or] ON THE BUS,  ASSISTING  ANY  CHILD
UNDER  THE  AGE OF THIRTEEN OR ANY HANDICAPPED STUDENT WITH BOARDING AND
LEAVING THE BUS, ASSISTING ANY CHILD UNDER THE AGE OF  THIRTEEN  OR  ANY
HANDICAPPED  STUDENT  BY CROSSING THE STREET WITH SUCH CHILD OR STUDENT,
AND rendering assistance to pupils with special needs.
  S 3. This act shall  take  effect  on  the  first  of  September  next
succeeding the date on which it shall have become a law; provided howev-
