AN ACT to amend the education law, in relation to authorizing  the  city
  school  district  of  the  city  of  New York to install school safety
  alarms and intruder detection systems in senior high schools

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1.  Section 2801-a of the education law is amended by adding a
new subdivision 6-a to read as follows:
  6-A.  A.    IN ADDITION TO THE REQUIREMENTS SET FORTH IN THIS SECTION,
THE CHANCELLOR OF THE CITY SCHOOL DISTRICT OF THE CITY OF NEW YORK SHALL
ADOPT AND IMPLEMENT ADDITIONAL POLICIES, WHICH ARE CONSISTENT  WITH  THE
CITY   SCHOOL   DISTRICT'S   DISTRICT-WIDE   SCHOOL   SAFETY  PLANS  AND
BUILDING-LEVEL SCHOOL SAFETY PLANS, FOR THE INSTALLATION AND  MONITORING
OF  SCHOOL  SAFETY  ALARMS AND INTRUDER DETECTION SYSTEMS IN SENIOR HIGH
SCHOOLS. THE CHANCELLOR SHALL PRESCRIBE SUCH RULES  AND  REGULATIONS  AS
MAY BE NECESSARY FOR THE PURCHASE, INSTALLATION, MONITORING, AND MAINTE-
NANCE OF SUCH SYSTEMS.
  B. SUCH SCHOOL SAFETY ALARMS AND INTRUDER DETECTION SYSTEMS SHALL AT A
MINIMUM INCLUDE, BUT NOT BE LIMITED TO, THE FOLLOWING FEATURES:
  (I)  A  SELECTIVELY AUDIBLE OR SILENT ALARM SYSTEM FOR ALERTING APPRO-
PRIATE SECURITY PERSONNEL OR ADMINISTRATIVE PERSONNEL TO  ANY  UNAUTHOR-
IZED  OPENING OF AN EXTERIOR DOOR FOR INGRESS TO OR EGRESS FROM A SCHOOL
BUILDING;
  (II) VIDEO CAMERA SURVEILLANCE AND MONITORING  OF  EXTERIOR  ENTRANCES
AND EXITS VIEWABLE FROM A CENTRAL LOCATION;
  (III) AN ELECTRONIC MONITORING PANEL THAT INDICATES, AT A MINIMUM, THE
LOCATION  OF  ANY DOOR THAT HAS BEEN OPENED AND THE DATE AND TIME OF THE
OPENING;
