AN ACT to amend the New York city charter, in  relation  to  authorizing
  the  commissioner  of  the New York city administration for children's
  services to maintain files for investigations under the  name  of  the
  person being investigated

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 617 of the New York  city  charter  is  amended  by
adding a new subdivision a-1 to read as follows:
  A-1.  IN  ADDITION TO THE POWERS AND DUTIES SET FORTH IN SUBDIVISION A
OF THIS SECTION, THE COMMISSIONER SHALL HAVE THE AUTHORITY  TO  INITIATE
AND MAINTAIN A FILING PROCEDURE WITHIN THE ADMINISTRATION FOR CHILDREN'S
SERVICES OFFICE OF DOMESTIC VIOLENCE AND POLICY PROVIDING FOR ALL INVES-
TIGATIONS  AND REPORTS OF ABUSE TO BE FILED UNDER THE NAME OF THE PERSON
BEING INVESTIGATED. THE STATUS AS A VICTIM OF  DOMESTIC  VIOLENCE  SHALL
REMAIN  CONFIDENTIAL  INFORMATION  TO THE VICTIM, THE ADMINISTRATION AND
THE OFFICE OF DOMESTIC VIOLENCE AND POLICY AND SHALL BE USED SOLELY  FOR
THE PURPOSE OF COMPILING INFORMATION FOR SUCH FILE.
  S 2. This act shall take effect on the one hundred eightieth day after
it shall have become a law.
