BILL NUMBER:A451 TITLE OF BILL: An act to amend the executive law, in relation to extending provisions providing for the distribution of community services block grant program funds by the department of state PURPOSE: To amend Article 6-D of the Executive Law by extending the Department's authorization to administer the Community Services Block Grant (CSBG) Program for one year. SUMMARY OF PROVISIONS: Section one extends for an additional year the enabling authorization for administration of the program and distribution of the funds. JUSTIFICATION: Data from the 1995 census reveals that New York State had 16.5% of indi- viduals in the state with incomes below the poverty level as compared to 13.8% nationally. Approximately one in four children in New York State lives in poverty and the percentage is increasing dramatically each year; the statistics are even worse for minority children. Compounding these percentages of poverty in New York State is the fact that poverty among women, especially elderly women, is increasing at an accelerated

Section 159-i of the executive law, as amended by section 1 of part R of chapter 59 of the laws of 2008, is amended to read as follows: S 159-i. Distribution of funds. For federal fiscal year two thousand [nine] TEN at least ninety percent of the community services block grant funds received by the state shall be distributed pursuant to a contract by the secretary to grantees as defined in subdivision one of section one hundred fifty-nine-e of this article. Each such grantee shall receive the same proportion of community services block grant funds as was the proportion of funds received in federal fiscal year nineteen hundred eighty-one by such grantee under the federal community services administration program account numbers 01 and 05 pursuant to section two hundred twenty-one of title II and for migrant and seasonal farm worker organizations pursuant to section two hundred twenty-two of title II of the economic opportunity act of 1964, as amended, as compared to the total amount received by all grantees in the state, under the federal community services administration program account numbers 01 and 05 pursuant to section two hundred twenty-one of title II and for migrant and seasonal farm worker organizations pursuant to section two hundred EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
