Provides for a pilot program, in cities of one million or more population, for the use of pedestrian countdown signal devices at certain intersections and crossings; provides that such signal devices shall inform the pedestrians of how many seconds they have to safely cross the location.

S T A T E O F N E W Y O R K ________________________________________________________________________ 4560 2009-2010 Regular Sessions I N A S S E M B L Y February 5, 2009 ___________ Introduced by M. of A. MAYERSOHN -- read once and referred to the Committee on Transportation AN ACT to amend the vehicle and traffic law, in relation to pedestrian "countdown" signal devices for certain crossings and providing for the repeal of such provisions upon expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The vehicle and traffic law is amended by adding a new section 1683-a to read as follows: S 1683-A. PILOT PROGRAM FOR INSTALLATION OF PEDESTRIAN COUNTDOWN DEVICES. 1. NOTWITHSTANDING ANY OTHER PROVISIONS OF LAW, EACH CITY WITH A POPULATION OF ONE MILLION OR MORE IS HEREBY AUTHORIZED AND EMPOWERED TO ADOPT AND AMEND A LOCAL LAW OR ORDINANCE ESTABLISHING A DEMONSTRATION PROGRAM. TWENTY-FIVE PEDESTRIAN COUNTDOWN SIGNAL DEVICES SHALL BE INSTALLED AT SUCH INTERSECTIONS OR PEDESTRIAN CROSSINGS WHICH CAN REASONABLY BE EXPECTED TO BENEFIT FROM SAID PILOT PROJECT AND WHICH WOULD INFORM PEDESTRIANS HOW MANY SECONDS THEY HAVE TO SAFELY CROSS THE SAID LOCATION. 2. THE NUMBERS OF PEDESTRIAN ACCIDENTS AT THESE SELECTED LOCATIONS SHALL BE MONITORED FOR A PERIOD OF TWO YEARS FOLLOWING THE ACTIVATION OF SAID DEVICES AND COMPARED TO THE TWO YEAR PERIOD PRECEDING ACTIVATION. SAID REPORT SHALL BE PREPARED BY THE NEW YORK CITY DEPARTMENT OF TRANS- PORTATION AND FORWARDED TO THE COUNCIL OF THE CITY OF NEW YORK. S 2. This act shall take effect immediately and shall expire and be deemed repealed 2 years after such date.
