AN ACT relating to the annual budget for the city of Long Beach

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Notwithstanding any state or local law to the contrary, the
annual  budget for the city of Long Beach shall be adopted only upon the
affirmative vote of a majority of the total voting power of the legisla-
tive body. In the event such affirmative vote is not obtained a  contin-
gency  budget  shall go into effect. The contingency budget shall be the
annual budget of the fiscal year immediately preceding plus an  increase
equal to the percentage increase in the consumer price index.
  S  2. This act shall take effect immediately and shall apply to fiscal
years commencing on or after January 1, 2010.
