KAVANAGH -- read once and referred to the Commit- tee on Cities AN ACT to amend the New York city charter, in relation to the right of the commissioner of finance of the city of New York to seek judicial review of decisions of the New York city tax appeals tribunal THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision b of section 171 of the New York city charter, as amended by chapter 808 of the laws of 1992, is amended to read as follows: b. Except as otherwise provided in subdivisions d and e of section one hundred sixty-nine of the charter, each decision of the tribunal[,] shall finally and irrevocably decide all the issues raised in the proceedings before it, unless the petitioner who commenced the proceed- ing OR THE COMMISSIONER OF FINANCE seeks judicial review of any such decision in the manner provided in article seventy-eight of the civil practice law and rules within four months after the giving of the notice of such decision.
