2009-A5004 (ACTIVE) - Summary

Establishes a mentoring program within the office of children and family services to assist juveniles in the development of life skills in the city of New York; provides that mentors shall be students from the city university of New York released from the division for youth facilities who shall receive money towards tuition or course credit from such university; directs the commissioner of the office of children and family services to promulgate necessary rules and regulations.

AN ACT to amend the executive law, in relation to establishing a mentor-
  ing program within the office of children and family services

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The executive law is amended by adding a new section  504-c
to read as follows:
  S  504-C.  MENTORING PROGRAM FOR YOUTH. 1. THERE IS HEREBY ESTABLISHED
IN THE OFFICE OF CHILDREN AND FAMILY SERVICES A MENTOR PROGRAM TO ASSIST
YOUTH RELEASED FROM FACILITIES OF THE  OFFICE  OF  CHILDREN  AND  FAMILY
SERVICES  IN  RESUMING PRODUCTIVE LIVES, DEVELOP SKILLS AND REDUCE RECI-
DIVISM. SUCH PROGRAM SHALL BE ESTABLISHED IN THE CITY OF NEW YORK WITHIN
NINETY DAYS AFTER THE EFFECTIVE DATE OF THIS SECTION.
  2. AS PART OF SUCH PROGRAM THE OFFICE OF CHILDREN AND FAMILY  SERVICES
SHALL  ENTER  INTO  AGREEMENTS  WITH  STUDENTS MATRICULATING AT THE CITY
UNIVERSITY OF NEW YORK TO  SERVE  AS  MENTOR-ROLE  MODELS  FOR  SELECTED
YOUTHS.  IN  RETURN FOR SUCH SERVICES, EITHER THE OFFICE OF CHILDREN AND
FAMILY SERVICES SHALL PAY AN AGREED  UPON  SUM  OF  MONEY  TOWARDS  SUCH
STUDENTS'  TUITION, OR OTHER EXPENSES INCURRED IN CONNECTION WITH HIS OR
HER STATUS AS A STUDENT  AT  SUCH  INSTITUTION  OR  SUCH  STUDENT  SHALL
RECEIVE COURSE CREDIT TOWARD A DEGREE FROM SUCH INSTITUTION.
  3.    THE  COMMISSIONER  OF THE OFFICE OF CHILDREN AND FAMILY SERVICES
SHALL ACCEPT MONEYS APPROPRIATED FOR THE PURPOSES OF  ADMINISTERING  THE
MENTORING PROGRAM FOR YOUTH AS ESTABLISHED PURSUANT TO THIS SECTION.
  4.  THE  COMMISSIONER  OF  THE  OFFICE OF CHILDREN AND FAMILY SERVICES
SHALL PROMULGATE SUCH REGULATIONS AS  ARE  NECESSARY  TO  IMPLEMENT  THE
PROVISIONS OF THIS SECTION.
  S 2. This act shall take effect on the one hundred twentieth day after
it shall have become a law.  Effective immediately, the addition, amend-
ment and/or repeal of any rule or regulation necessary for the implemen-
tation  of this act on its effective date are authorized and directed to
be made and completed on or before such effective date.
