AN  ACT  to  amend  the public housing law, in relation to requiring the
  commissioner of housing and community renewal to  establish  and  meet
  with  an advisory committee on the neighborhood preservation and rural
  preservation program

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Subdivision  1 of section 14 of the public housing law is
amended by adding a new paragraph (x) to read as follows:
  (X) ESTABLISH AND MEET WITH AT LEAST SEMI-ANNUALLY AN ADVISORY COMMIT-
TEE ON THE NEIGHBORHOOD PRESERVATION AND RURAL PRESERVATION PROGRAM. THE
PURPOSE OF SUCH ADVISORY COMMITTEE SHALL BE TO IDENTIFY AREAS OF CONCERN
FOR NEIGHBORHOOD PRESERVATION COMPANIES,  AREAS  OF  CONCERN  FOR  RURAL
PRESERVATION  COMPANIES, AREAS OF CONCERN FOR THE DIVISION, AND AREAS OF
CONCERN SHARED BY THE COMPANIES AND THE DIVISION RELATED TO THE ADMINIS-
TRATION OF ARTICLES SIXTEEN AND SEVENTEEN OF THE PRIVATE HOUSING FINANCE
LAW AND TO PROPOSE POLICIES TO ADDRESS THOSE  CONCERNS.  SUCH  COMMITTEE
SHALL  HAVE  SIXTEEN MEMBERS. THE TEMPORARY PRESIDENT OF THE SENATE, THE
SPEAKER OF THE ASSEMBLY, THE MINORITY LEADER  OF  THE  SENATE,  AND  THE
MINORITY  LEADER OF THE ASSEMBLY SHALL EACH APPOINT TO THE COMMITTEE TWO
NEIGHBORHOOD PRESERVATION COMPANY REPRESENTATIVES AND ONE RURAL  PRESER-
VATION COMPANY REPRESENTATIVE, AND THE COMMISSIONER SHALL APPOINT TO THE
COMMITTEE  ONE  NEIGHBORHOOD PRESERVATION COMPANY REPRESENTATIVE AND ONE
RURAL PRESERVATION REPRESENTATIVE. THE PRESIDENT OF  THE  BOARD  OF  THE
NEIGHBORHOOD  PRESERVATION  COALITION OF NEW YORK STATE, INC., OR HIS OR
HER DESIGNEE, AND THE PRESIDENT OF THE BOARD OF THE NEW YORK STATE RURAL
HOUSING COALITION, INC., OR HIS OR HER  DESIGNEE,  SHALL  SERVE  ON  THE
