Requires any housing authority in the state having supervision over a housing project with 1000 or more occupied units which receives federal or state moneys to maintain 24-hour foot patrol security forces; authorizes the commissioner of housing and community renewal to provide matching funds upon applications therefor.

AN ACT to amend the public housing law, in relation to requiring certain
  local  housing  authorities  to  maintain twenty-four hour foot patrol
  security services

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  The public housing law is amended by adding a new section
222-a to read as follows:
  S 222-A. FOOT PATROL SECURITY SERVICES. NOTWITHSTANDING ANY INCONSIST-
ENT PROVISION OF LAW TO THE CONTRARY, EACH AUTHORITY HAVING  SUPERVISION
OVER    ANY  PROJECT  CONTAINING  ONE THOUSAND OR MORE OCCUPIED DWELLING
UNITS WHICH RECEIVES STATE OR FEDERAL MONIES,  INCLUDING  ANY  AUTHORITY
LOCATED  IN  A  CITY  HAVING  A POPULATION OF ONE MILLION OR MORE, SHALL
PROVIDE TWENTY-FOUR HOUR FOOT PATROL SECURITY SERVICES IN AND ABOUT  THE
HOUSING  FACILITIES  OF SUCH PROJECT. IN FURTHERANCE OF THIS PURPOSE, AN
AUTHORITY MAY UTILIZE THE UNIFORMED HOUSING POLICE FORCE OF SUCH AUTHOR-
ITY FOR PROVISION OF SUCH SECURITY SERVICES. THE COMMISSIONER IS  HEREBY
AUTHORIZED TO MATCH FUNDS EXPENDED FOR THE PROVISION OF SUCH FOOT PATROL
SECURITY  SERVICES AND TO SET REASONABLE DEADLINES FOR THE SUBMISSION OF
APPLICATIONS FOR EACH FISCAL YEAR COVERED BY APPROPRIATIONS IN ORDER  TO
ASSIST  EACH  LOCAL  HOUSING AUTHORITY IN THE FINANCING OF SUCH SECURITY
SERVICES.   UPON REVIEW OF A  SUBMITTED  APPLICATION,  THE  COMMISSIONER
SHALL  AUTHORIZE  IN  WRITING THE PAYMENT OF MATCHING FUNDS APPROPRIATED
THEREFOR. APPLICATIONS REQUIRED BY THIS SECTION SHALL BE SUBMITTED  ONLY
UPON FORMS PROVIDED BY THE COMMISSIONER.
  S  2.  This  act shall take effect on the ninetieth day after it shall
have become a law.
