AN ACT directing the office of children and family services to create  a
  day care provider clearing house website

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Legislative findings and  intent.  The  legislature  hereby
finds  that parents want to be assured that their children are in a safe
and secure environment while attending day care. Currently,  the  office
of  children  and family services has a day care facility search that is
dedicated to providing basic information to parents regarding the status
of local day care facilities. However, the current system  does  not  go
far  enough  in providing information regarding the specifics of the day
care violations, or the process used by the provider to restore  compli-
ance.  Expanding  the  current  office  of  children and family services
website format to include more specific information will provide greater
access and more complete information to parents when deciding on  a  day
care provider.
  S  2.  Notwithstanding  any  other  provision  of law, the legislature
directs the commissioner of the office of children and  family  services
to promulgate rules and regulations to expand upon the current office of
children  and  family  services  website  to  create a day care provider
clearing house that will provide parents with more specific  information
regarding  the  compliance  status of day care facilities throughout the
state. This information should include, but not be limited to, a  record
of all violations and what was done to rectify any violations; a list of
all  specific enforcement actions taken; and whether or not the day care
provider has ever had its license suspended or revoked and  why.
  S 3. This act shall take effect immediately.
