AN ACT to amend the education law and the election law, in  relation  to
  the registration and enrollment of high school students by mail

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1.  The education law is amended by adding a new section 806-b
to read as follows:
  S 806-B.  VOTER REGISTRATION. 1. EACH PUBLIC OR PRIVATE HIGH SCHOOL OR
SECONDARY SCHOOL WITHIN THE  STATE  SHALL  PROVIDE  AN  APPLICATION  FOR
REGISTRATION  AND  ENROLLMENT  BY  MAIL  PURSUANT TO ARTICLE FIVE OF THE
ELECTION LAW TO EACH STUDENT IN SUCH SCHOOL  WHO  WILL  BE  ELIGIBLE  TO
REGISTER  IN THAT CALENDAR YEAR, AND MAY ASSIST SUCH STUDENTS IN EXECUT-
ING SUCH APPLICATION.
  2. UPON RECEIPT OF ANY SUCH APPLICATION FORMS, EACH SUCH  HIGH  SCHOOL
SHALL TRANSMIT SUCH FORMS TO THE APPROPRIATE LOCAL BOARD OF ELECTIONS.
  S 2. Subdivision 2 of section 5-210 of the election law, is amended by
adding a new paragraph (c) to read as follows:
  (C)  EACH  COUNTY  BOARD OF ELECTIONS SHALL MAKE APPLICATION FORMS FOR
REGISTRATION AND ENROLLMENT  BY  MAIL  AVAILABLE  TO  HIGH  SCHOOLS  AND
SECONDARY  SCHOOLS  IN  THE  COUNTY  IN SUFFICIENT QUANTITY SO THAT SUCH
SCHOOLS MAY COMPLY WITH THE PROVISIONS OF SECTION EIGHT HUNDRED SIX-B OF
THE EDUCATION LAW.
  S 3.  This act shall take effect on the ninetieth day after  it  shall
have become a law.
