2009-A5554 (ACTIVE) - Summary

Establishes a youth employment program to create part-time employment opportunities for 10,000 eligible high school students between the ages of 14 and 19 in community settings such as non-profit agencies, youth centers, social service agencies and senior citizen centers, enabling such youths from low income families to earn additional income and make valuable contributions to the community; appropriates $14,000,000 therefor.

AN  ACT  to  amend  the  labor  law, in relation to establishing a youth
  employment program and to repeal articles 24 and 25 of such law relat-
  ing thereto and making an appropriation therefor

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Articles 24 and 25 of the labor law, article 24 as added by
chapter  64  of  the  laws of 1977, are REPEALED and a new article 25 is
added to read as follows:
                               ARTICLE 25
                        YOUTH EMPLOYMENT PROGRAM
SECTION 856.   LEGISLATIVE FINDINGS.
        856-A. PLACEMENT OF YOUTHS.
        856-B. ELIGIBILITY.
        856-C. REIMBURSEMENT PERIOD AND EMPLOYER AUTHORITY.
        856-D. DISPLACEMENT CLAUSE.
        856-E. PARTICIPATING EMPLOYER SELECTION.
        856-F. COOPERATION OF THE OFFICE OF CHILDREN AND FAMILY SERVICES
                 AND DEPARTMENT OF EDUCATION.
        856-G. ASSISTANCE OF VOLUNTARY AGENCIES.
  S 856. LEGISLATIVE FINDINGS. RECENT UNEMPLOYMENT FIGURES, WHILE  SHOW-
ING  SOME IMPROVEMENT IN THE NATION'S AND THE STATE'S UNEMPLOYMENT RATE,
AT THE SAME TIME SHOW A STAGGERING LEVEL OF  UNEMPLOYMENT  AMONG  YOUTHS
AND  PARTICULARLY FROM MINORITIES. THE STATE HAS A RESPONSIBILITY TO TRY
TO DEAL WITH THIS PROBLEM. WHILE THE RESOURCES THAT ARE NEEDED  TO  DEAL
WITH  IT  EFFECTIVELY ARE BEYOND THE STATE'S CAPABILITIES, THE STATE CAN
COMMIT SOME RESOURCES PARTICULARLY IN A YEAR WHEN THERE MAY BE A  BUDGET
SURPLUS  AND PROPOSALS FOR TAX CUTS TO REDUCE THE HIGH RATE OF UNEMPLOY-
MENT AMONG YOUTHS.
