AN ACT to amend the legislative law, in relation to directing the speak-
  er  of the assembly to establish a pilot program for an assembly cham-
  ber legislative computer system for member use and providing  for  the
  repeal of such provisions upon expiration thereof

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The legislative law is amended by adding a new section  7-h
to read as follows:
  S 7-H. ASSEMBLY CHAMBER LEGISLATIVE COMPUTER SYSTEM FOR MEMBER USE. 1.
THE  SPEAKER OF THE ASSEMBLY IS HEREBY AUTHORIZED AND DIRECTED TO ESTAB-
LISH A PILOT PROGRAM FOR AN ASSEMBLY CHAMBER LEGISLATIVE COMPUTER SYSTEM
FOR MEMBER USE. SUCH PROGRAM SHALL CONSIST OF THE PLACEMENT  OF  FIFTEEN
COMPUTER  TERMINALS  ON  THE DESKS OF INDIVIDUAL MEMBERS IN THE ASSEMBLY
CHAMBER. THE SPEAKER OF THE ASSEMBLY SHALL DESIGNATE TEN MEMBERS AND THE
MINORITY LEADER OF THE ASSEMBLY SHALL DESIGNATE FIVE MEMBERS TO  RECEIVE
SUCH COMPUTER TERMINALS FOR THEIR USE.
  2.  THE  SPEAKER OF THE ASSEMBLY OR HIS DESIGNEE SHALL MONITOR THE USE
OF SUCH COMPUTER TERMINALS AND REPORT TO THE COMMITTEE  ON  GOVERNMENTAL
OPERATIONS WITH RESPECT TO EFFICIENCY AND EFFECTIVENESS OF SUCH PROGRAM.
SUCH  REPORT  SHALL  BE  MADE NOT LATER THAN ONE YEAR FROM THE EFFECTIVE
DATE OF THIS SECTION.
  S 2. This act shall take effect immediately and shall remain  in  full
force and effect for one year whereupon the provisions of this act shall
expire and be deemed repealed.
