AN ACT to amend the public health law, in relation  to  authorizing  the
  release of certain identification information of the adoptee's biolog-
  ical siblings to the adoption medical sub-registry

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Paragraphs (c) and (f) of subdivision 6-a of section 4138-c
of the public health law, as added by chapter 612 of the laws  of  1996,
are amended to read as follows:
  (c)  A  birth parent may provide the adoption medical information sub-
registry with certified medical information, WHICH FOR THE SOLE  PURPOSE
OF  A  MEDICAL EMERGENCY OF THE ADOPTEE MAY INCLUDE SPECIFIC IDENTIFICA-
TION INFORMATION OF THE BIRTH PARENTS AND  BIOLOGICAL  SIBLINGS  OF  THE
ADOPTEE INCLUDING THE SOCIAL SECURITY NUMBERS OF SUCH PERSONS. A BIOLOG-
ICAL  SIBLING  MAY ALSO PROVIDE SUCH INFORMATION TO THE MEDICAL INFORMA-
TION SUB-REGISTRY.   Such certified  medical  information  must  include
other information sufficient to locate the adoptee's birth record.
  (f)  The  department  shall  not  solicit  or request the provision of
medical information from a birth parent or the registration by an  adop-
tee  or  parent of an adoptee, EXCEPT IN THE CASE OF A MEDICAL EMERGENCY
OF THE ADOPTEE.
  S 2. This act shall take effect immediately.
