AN ACT to create the high technology manufacturing workforce development
  act

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. This act shall be known and may be cited as the "High Tech-
nology Manufacturing Workforce Development Act".
  S  2.  The  state  university  of  New  York  is hereby authorized and
directed to create a high technology manufacturing job training  program
at  community  colleges  to  explore  the  feasibility  and  benefits of
retraining displaced manufacturing workers. 1.  Participating  community
colleges  are  authorized  to  access  state  funded  capital  grants to
purchase high technology manufacturing equipment to maximize the use  of
such equipment to retrain displaced manufacturing workers to reenter the
workforce.
  2.  Participating  community  colleges  shall  be selected for capital
grants from applications submitted by community colleges  to  the  state
university  of  New York. Applications for participation shall be devel-
oped by the university and shall require applicants to submit a proposal
describing:
  (a) how the high technology manufacturing equipment will be integrated
into the community college setting; and
  (b) how the program and high technology manufacturing  equipment  will
assist participants of the program in retraining to reenter the manufac-
turing  workforce.  Community colleges selected for participation by the
state university of New York shall receive the necessary capital  grants
