AN  ACT  to  amend  the education law, in relation to establishing grant
  programs for on-line and distant learning classes

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 355 of the education law is amended by adding a new
subdivision 20 to read as follows:
  20.  THE  STATE UNIVERSITY TRUSTEES SHALL ESTABLISH A GRANT PROGRAM AT
EACH OF THE SIXTY-FOUR CAMPUSES FOR ON-LINE AND DISTANT LEARNING  CLASS-
ES.  SUCH  GRANTS SHALL BE USED TO DEVELOP AND IMPLEMENT NEW PROGRAMS OR
TO EXPAND CURRENT ON-LINE AND DISTANT LEARNING CLASSES. THE  USES  SHALL
INCLUDE,  BUT NOT BE LIMITED TO, COURSE CONVERSATION, HARDWARE AND SOFT-
WARE AND NETWORKING WITH CAMPUSES THAT  HAVE  SIMILAR  PROGRAMS.    SUCH
GRANTS MAY NOT EXCEED TEN THOUSAND DOLLARS FOR EACH CAMPUS.
  S  2.  Section  6206  of  the education law is amended by adding a new
subdivision 17 to read as follows:
  17. THE BOARD OF TRUSTEES SHALL ESTABLISH A GRANT PROGRAM AT  EACH  OF
THE  NINETEEN  CAMPUSES,  INCLUDING  COMMUNITY COLLEGES, FOR ON-LINE AND
DISTANT LEARNING CLASSES.   SUCH GRANTS SHALL BE  USED  TO  DEVELOP  AND
IMPLEMENT NEW PROGRAMS OR TO EXPAND CURRENT ON-LINE AND DISTANT LEARNING
CLASSES. THE USES SHALL INCLUDE, BUT NOT BE LIMITED TO, COURSE CONVERSA-
TION, HARDWARE AND SOFTWARE AND NETWORKING WITH CAMPUSES THAT HAVE SIMI-
LAR  PROGRAMS.  SUCH GRANTS MAY NOT EXCEED TEN THOUSAND DOLLARS FOR EACH
CAMPUS.
  S 3. This act shall take effect immediately.
