Limits contributions to political parties or constituted committees for the maintenance of permanent headquarters and staff and carrying on of ordinary activities not promoting the candidacy of a specific candidate (housekeeping purposes) to $1000 per year per contributor; prohibits contributor from making and a party or constituted committee from accepting a contribution in excess of such amount.

AN  ACT to amend the election law, in relation to limiting contributions
  of housekeeping funds and to repeal subdivision 3 of section 14-124 of
  such law relating to an exception to such limits

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Subdivision  3  of  section 14-124 of the election law is
REPEALED.
  S 2. Section 14-114 of the election law is amended  by  adding  a  new
subdivision 11 to read as follows:
  11.  NO  CONTRIBUTOR MAY MAKE A CONTRIBUTION IN EXCESS OF ONE THOUSAND
DOLLARS PER YEAR TO A PARTY  OR  CONSTITUTED  COMMITTEE  TO  MAINTAIN  A
PERMANENT  HEADQUARTERS AND STAFF AND CARRY ON ORDINARY ACTIVITIES WHICH
ARE NOT FOR THE PURPOSE OF PROMOTING THE CANDIDACY  OF  SPECIFIC  CANDI-
DATES.  NO  PARTY  OR CONSTITUTED COMMITTEE MAY ACCEPT A CONTRIBUTION IN
EXCESS OF ONE THOUSAND DOLLARS PER YEAR FROM A CONTRIBUTOR TO MAINTAIN A
PERMANENT HEADQUARTERS AND STAFF AND CARRY ON ORDINARY ACTIVITIES  WHICH
ARE  NOT  FOR  THE PURPOSE OF PROMOTING THE CANDIDACY OF SPECIFIC CANDI-
DATES.
  S 3. This act shall take effect immediately.
