AN ACT to amend the election law, in relation to presidential electors

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1. The election law is amended by adding a new section 12-103
to read as follows:
  S 12-103. ELECTORAL COLLEGE; PLEDGE OF ELECTORS. ANY  PERSON  SELECTED
BY  A  POLITICAL PARTY TO BE AN ELECTOR FOR PRESIDENT AND VICE PRESIDENT
WHEN SELECTED SHALL SIGN A PLEDGE THAT, IF  ELECTED,  THE  ELECTOR  WILL
VOTE  IN THE ELECTORAL COLLEGE FOR THE CANDIDATE OF THE PARTY FOR PRESI-
DENT AND VICE PRESIDENT. THE FORM OF THE PLEDGE SHALL BE  PRESCRIBED  BY
THE  STATE  BOARD  OF  ELECTIONS IN THE YEAR PRECEDING THE NOMINATING OF
ELECTORS.
  S 2. The election law is amended by adding a  new  section  12-105  to
read as follows:
  S  12-105.  ELECTORAL COLLEGE; CASTING OF VOTES AS CERTIFIED. AN ELEC-
TOR, UPON THE ELECTORAL  COLLEGE  BEING  COMPLETE  AS  PROVIDED  FOR  IN
SECTION  12-104 OF THIS ARTICLE, WHEN DISCHARGING THE DUTIES OF AN ELEC-
TOR PURSUANT TO THE CONSTITUTION OR THE LAWS OF  THE  UNITED  STATES  OR
THIS  STATE SHALL CAST THE ELECTORAL VOTE FOR THE NOMINEES FOR PRESIDENT
OR VICE PRESIDENT OF THE POLITICAL PARTY WHICH ELECTED SAID ELECTOR  AND
CERTIFIED  THE  ELECTOR AS A MEMBER OF THE ELECTORAL COLLEGE PURSUANT TO
LAW.
  S 3. This act shall take effect immediately.
