AN  ACT  to  amend the vehicle and traffic law, in relation to providing
  free access to most toll roads within the state for members of the New
  York state reserve and national guard

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  The  vehicle  and  traffic law is amended by adding a new
section 1605 to read as follows:
  S 1605. FREE PASSAGE THROUGH TOLL-GATES AND TUNNELS AND OVER  BRIDGES.
1.  ANY  PERSON WHO IS OR WAS A MEMBER OF THE NEW YORK STATE RESERVE AND
NATIONAL GUARD MAY APPLY TO THE DEPARTMENT FOR  AN  EXEMPTION  FROM  ANY
TOLL  AUTHORIZED  PURSUANT TO THIS CHAPTER OR BY ANY AUTHORITY UNDER THE
PUBLIC AUTHORITIES LAW FOR TRAVELING ON ANY HIGHWAY, PASSING THROUGH ANY
TUNNEL, OR PASSING OVER ANY BRIDGE.
  2. UPON APPLICATION AND PROOF SUFFICIENT TO THE  COMMISSIONER  THAT  A
PERSON  IS  OR  WAS  A MEMBER OF THE NEW YORK STATE RESERVE AND NATIONAL
GUARD, THE COMMISSIONER SHALL GRANT SUCH INDIVIDUAL  AN  EXEMPTION  FROM
HAVING  TO  PAY  ANY TOLL IMPLEMENTED PURSUANT TO THIS CHAPTER OR BY ANY
AUTHORITY UNDER THE PUBLIC AUTHORITIES LAW FOR TRAVELING ON ANY HIGHWAY,
PASSING THROUGH ANY TUNNEL, OR PASSING OVER ANY BRIDGE.
  3. THE COMMISSIONER SHALL PROMULGATE ANY RULE OR REGULATION  NECESSARY
TO  ACHIEVE  THE  OBJECTIVE OF THIS SECTION. THE COMMISSIONER SHALL ALSO
CREATE AN APPLICATION PROCESS WHEREBY AN INDIVIDUAL MAY  APPLY  FOR  THE
EXEMPTION PROVIDED IN THIS SECTION.
  4.  THE  COMMISSIONER SHALL WORK IN CONSULTATION WITH THE COMMISSIONER
OF TRANSPORTATION AND ANY PUBLIC AUTHORITY THAT IMPLEMENTS A  TOLL  THAT
IS  SUBJECT  TO  THE PROVISIONS OF THIS SECTION TO IMPLEMENT A MECHANISM
