KAVANAGH -- read once and referred to the Commit- tee on Ways and Means AN ACT to amend the state finance law, in relation to limiting appropri- ations for the support of government prior to enactment of the budget THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The state finance law is amended by adding a new section 40-b to read as follows: S 40-B. APPROPRIATIONS FOR THE SUPPORT OF GOVERNMENT PRIOR TO ENACT- MENT OF THE BUDGET. NOTWITHSTANDING ANY OTHER PROVISION OF THIS ARTICLE OR ANY OTHER LAW TO THE CONTRARY, IF THE LEGISLATURE SHALL FAIL TO ENACT THE BUDGET SUBMITTED ANNUALLY BY THE GOVERNOR TO THE LEGISLATURE, PURSU- ANT TO ARTICLE SEVEN OF THE CONSTITUTION, ON OR BEFORE APRIL FIRST IN ANY YEAR, ANY APPROPRIATIONS FOR THE SUPPORT OF GOVERNMENT ENACTED UNTIL SUCH TIME AS SUCH BUDGET IS ENACTED, SHALL PROVIDE APPROPRIATIONS FOR NO MORE THAN A PERIOD OF SEVEN DAYS. S 2. This act shall take effect immediately and shall apply to fiscal years beginning on or after the first of April next succeeding the date on which it shall have become a law.
