AN ACT to amend the public service law, in relation to requiring utility
  bills to display information regarding powertochooseny.com

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 44 of the public service law is amended by adding a
new subdivision 5 to read as follows:
  5. EACH BILLING STATEMENT AND INFORMATIONAL NOTICE ISSUED BY A UTILITY
CORPORATION OR MUNICIPALITY SHALL PROMINENTLY DISPLAY A NOTICE  ADVISING
CUSTOMERS  OF  THE  EXISTENCE  OF THE POWERTOCHOOSENY.COM WEBSITE.   THE
COMMISSIONER SHALL SPECIFY THE FORM  AND  CONTENT  OF  SUCH  NOTICES  TO
FURTHER  THE  OBJECTIVES  OF  THIS  SUBDIVISION.  THE PROVISIONS OF THIS
SECTION SHALL APPLY TO BOTH WRITTEN AND  ELECTRONIC  BILLING  STATEMENTS
AND NOTICES.
  S  2.  This  act shall take effect on the ninetieth day after it shall
have become a law. Effective immediately the commissioner of the  public
service  commission shall promulgate such rules and regulations as shall
be necessary and proper to effectuate the  purposes  and  provisions  of
this act.
