LOPEZ, MAISEL, TOWNS -- read once and referred to the Committee on Ways and Means AN ACT to amend chapter 55 of the laws of 2008, enacting the transporta- tion, economic development and environmental conservation budget, in relation to making appropriations to the metropolitan transportation authority for the purpose of providing previously denied funding to the New York City transit authority THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Legislative intent. Since 1995, the metropolitan transpor- tation authority has not received increased funding proportionate to the rising costs incurred in the delivery of services. For over a decade, the state appropriation from the general fund portion of the budget has declined some years and remained static in other years, compared to the operational costs of the metropolitan transportation authority which have steadily risen. It is the intent of the Legislature to restore the state funds that have been reduced from the 18-b operating assistance program as well as provide to the metropolitan transportation authority funds that have been provided pursuant to section 18-b of the transpor- tation law from the state of New York and the city of New York. Those expenses associated with operations have increased such as fuel, health care, and pensions costs. The Legislature hereby finds that increasing state and city assistance to the metropolitan transportation authority in an effort to mitigate this deficit is necessary and prudent. S 2. Section 1 of chapter 55 of the laws of 2008, enacting the trans- portation, economic development and environmental conservation budget is amended by repealing the items hereinbelow set forth in brackets and by adding to such section the other items underscored in this section.
