AN  ACT  to  amend the energy law, in relation to state energy planning;
  and to amend the public authorities law, in relation to completion  of
  an  annual energy plan by the power authority of the state of New York
  and the Long Island power authority

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.    The  energy law is amended by adding a new article 6 to
read as follows:
                                ARTICLE 6
                             ENERGY PLANNING
SECTION 6-102. STATE ENERGY PLANNING BOARD.
        6-104. STATE ENERGY PLAN.
        6-106. CONDUCT OF THE STATE ENERGY PLANNING PROCEEDING.
        6-108. RELIABILITY STUDY.
  S 6-102. STATE ENERGY PLANNING BOARD.  1. THERE SHALL BE ESTABLISHED A
STATE ENERGY PLANNING BOARD, HEREINAFTER REFERRED  TO  AS  THE  "BOARD",
WHICH  SHALL  CONSIST OF THE CHAIR OF THE PUBLIC SERVICE COMMISSION, THE
COMMISSIONER  OF  THE  DEPARTMENT  OF  ENVIRONMENTAL  CONSERVATION,  THE
COMMISSIONER OF THE DEPARTMENT OF ECONOMIC DEVELOPMENT, THE COMMISSIONER
OF THE DEPARTMENT OF TRANSPORTATION, THE DIRECTOR OF THE STATE EMERGENCY
MANAGEMENT  OFFICE  AND  THE CHAIR OF THE NEW YORK STATE ENERGY RESEARCH
AND DEVELOPMENT AUTHORITY. ANY DECISION OR ACTION BY THE BOARD SHALL  BE
BY  MAJORITY VOTE.   THE CHAIR OF THE NEW YORK STATE ENERGY RESEARCH AND
DEVELOPMENT AUTHORITY SHALL SERVE AS CHAIR OF THE BOARD.
  2. STAFF SERVICES SHALL BE PERFORMED BY PERSONNEL OF THE DEPARTMENT OF
PUBLIC  SERVICE,  THE  DEPARTMENT  OF  ENVIRONMENTAL  CONSERVATION,  THE
DEPARTMENT  OF  TRANSPORTATION,  THE DEPARTMENT OF ECONOMIC DEVELOPMENT,
THE STATE EMERGENCY MANAGEMENT OFFICE AND  THE  NEW  YORK  STATE  ENERGY
RESEARCH AND DEVELOPMENT AUTHORITY, AS DIRECTED BY THE BOARD. ASSISTANCE
