AN  ACT  to  amend  the education law, in relation to a regional cost of
  living adjustment on state aid to school districts

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Section  3602 of the education law is amended by adding a
new subdivision 40 to read as follows:
  40. NOTWITHSTANDING ANY CONTRARY PROVISION OF LAW, ALL  STATE  AID  TO
EDUCATION  PROVIDED  PURSUANT TO THE PROVISIONS OF THIS SECTION SHALL BE
FURTHER COMPUTED BY APPLYING AN ADJUSTMENT FOR REGIONAL COSTS OF  LIVING
BASED  UPON  THE  CONSUMER  PRICE INDEX PROMULGATED BY THE UNITED STATES
DEPARTMENT OF LABOR.
  S 2. This act shall take effect on the first of July  next  succeeding
the date on which it shall have become a law.
