AN  ACT  to amend the environmental conservation law, in relation to the
  transfer of a lifetime hunting license

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Section  11-0702 of the environmental conservation law is
amended by adding a new subdivision 5 to read as follows:
  5. WHENEVER A PERSON WHO  OWNS  A  LICENSE  ISSUED  PURSUANT  TO  THIS
SECTION  IS  KILLED WHILE SERVING AS A MEMBER OF THE ARMED FORCES OF THE
UNITED STATES, HIS OR HER LICENSE MAY BE  TRANSFERRED  TO  ANY  RELATIVE
WITHIN  TWO DEGREES OF CONSANGUINITY OF THE DECEDENT, PROVIDED THAT SUCH
RELATIVE IS OTHERWISE QUALIFIED, AS REQUIRED BY  THIS  CHAPTER  AND  THE
RULES  AND  REGULATIONS  THERETO, TO POSSESS THE RESPECTIVE LICENSE. THE
LICENSE MAY ONLY BE TRANSFERRED ONCE AND MAY ONLY BE TRANSFERRED TO  ONE
PERSON. IF ONE OR MORE RELATIVES REQUEST THAT THE LICENSE BE TRANSFERRED
TO  THEM, THOSE RELATIVES MUST DECIDE AMONGST THEMSELVES WHO WILL BE THE
RECIPIENT OF THE TRANSFER. THE COMMISSIONER SHALL  ESTABLISH,  BY  REGU-
LATION, THE PROCEDURES TO APPLY FOR SUCH TRANSFER AND THE MEANS OF IDEN-
TIFICATION NECESSARY TO PROVE A PERSON'S RELATIONSHIP TO THE DECEDENT.
  S 2. This act shall take effect on the one hundred eightieth day after
it shall have become a law.
