AN ACT to amend the county law, in  relation  to  establishing  a  pilot
  program  in  Nassau  and  Suffolk  counties  for  the  transmission of
  pictures and videos by emergency callers; to amend the  state  finance
  law,  in  relation  to  establishing  a  911 emergency transmission of
  picture and video pilot program  fund;  and  making  an  appropriation
  therefor

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The county law is amended by adding a new  section  334  to
read as follows:
  S 334. TRANSMISSIONS OF PICTURE AND VIDEO; PILOT PROGRAM. 1. THE BOARD
SHALL  ESTABLISH A PILOT PROGRAM FOR THE COUNTIES OF NASSAU AND SUFFOLK,
WHEREBY CALLERS MAY SEND PICTURES  OR  VIDEOS  TO  LOCAL  PUBLIC  SAFETY
ANSWERING  POINTS OR STATE PUBLIC SAFETY ANSWERING POINTS. THE ANSWERING
POINT SHALL SEND A PRE-FORMATTED TEXT MESSAGE  TO  A  CALLER'S  WIRELESS
COMMUNICATIONS  DEVICE.  THE  CALLER  MAY  REPLY  TO THE TEXT MESSAGE BY
ATTACHING THE PHOTO OR VIDEO. THE OPERATOR SHALL THEN FORWARD THE  PHOTO
AND/OR VIDEO TO EMERGENCY RESPONDERS.
  2.  ANY  PHOTOS  OR  VIDEOS  SENT TO THE LOCAL PUBLIC SAFETY ANSWERING
POINTS OR STATE PUBLIC SAFETY ANSWERING POINTS  SHALL  AUTOMATICALLY  BE
STORED  IN  AN  INCIDENT  RECORD ALONG WITH ANY DETAILS OF THE EMERGENCY
CALL.
  S 2. Section 331 of the county law is amended by adding a new subdivi-
sion 6 to read as follows:
  6. EACH LOCAL AND STATE PUBLIC SAFETY ANSWERING POINT INVOLVED IN  THE
PILOT  PROGRAM ESTABLISHED PURSUANT TO SECTION THREE HUNDRED THIRTY-FOUR
OF THIS ARTICLE, SHALL BE ELIGIBLE FOR TEN THOUSAND DOLLARS PER PHONE OR
SO MUCH THEREOF AS MAY BE AVAILABLE IN THE 911 EMERGENCY TRANSMISSION OF
PICTURE AND VIDEO PILOT PROGRAM FUND ESTABLISHED BY SECTION  NINETY-SEV-
