BILL NUMBER:A8585 TITLE OF BILL: An act to amend the education law, in relation to requiring that teachers and paraprofessionals be trained in cardiopulmo- nary resuscitation and first-aid PURPOSE OR GENERAL IDEA OF BILL: This bill requires teachers and para- professionals employed in schools to be trained in cardiopulmonary resuscitation (CPR) and first-aid training. SUMMARY OF SPECIFIC PROVISIONS: Bill §1 adds a new §917 to the Education Law to require that teachers and paraprofessionals employed in schools must be certified in CPR and first aid. Such person will be considered certified upon satisfactory completion of a course meeting the require- ments established in Education Department regulations. EFFECTS OF PRESENT LAW WHICH THIS BILL WOULD ALTER: No statute current- ly requires CPR or first aid training, for front-line school personnel. JUSTIFICATION: A very unfortunate incident occurred in one of the schools in my district: .a student began choking during lunch. The para- professional who was present had not been trained in cardiopulmonary resuscitation or first aid. Thankfully, there was a happy ending to this story, the student is all right. This could easily have been a tragedy. Our children spend most of their time in school. We assume that they are

WALKER -- read once and referred to the Committee on Higher Education AN ACT to amend the education law, in relation to requiring that teach- ers and paraprofessionals be trained in cardiopulmonary resuscitation and first-aid THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The education law is amended by adding a new section 920 to read as follows: S 920. CPR-TRAINED TEACHERS AND PARAPROFESSIONALS REQUIRED. 1. ALL TEACHERS AND PARAPROFESSIONALS EMPLOYED IN ANY SCHOOL SHALL BE CERTIFIED IN CARDIOPULMONARY RESUSCITATION AND FIRST-AID. 2. FOR THE PURPOSES OF THIS SECTION, A TEACHER OR PARAPROFESSIONAL IS CONSIDERED CERTIFIED IN CARDIOPULMONARY RESUSCITATION AND FIRST-AID UPON THE SATISFACTORY COMPLETION OF A COURSE WHICH MEETS THE REQUIREMENTS ESTABLISHED BY REGULATION OF THE COMMISSIONER. 3. THE PROVISIONS OF THIS SECTION ARE IN ADDITION TO ANY OTHER REQUIREMENTS OF LAW, RULE OR REGULATION RELATIVE TO REQUIRED HEALTH EDUCATION. S 2. This act shall take effect on the one hundred eightieth day after it shall have become a law, provided, however, that effective immediate- ly, the addition, amendment and/or repeal of any rules or regulations necessary for the implementation of the foregoing section of this act on its effective date is authorized and directed to be made and completed on or before such effective date.
