AN  ACT to amend the labor law, in relation to prohibiting private foun-
  dations that discourage union organizing from receiving public funds

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  The labor law is amended by adding a new section 704-b to
read as follows:
  S 704-B. PROHIBITIONS AGAINST PRIVATE FOUNDATIONS. A  PRIVATE  FOUNDA-
TION,  AS  DEFINED  IN SECTION 509 OF THE UNITED STATES INTERNAL REVENUE
CODE OF 1986, WHICH RECEIVES ANY GRANTS OR LOANS FROM  STATE  AND  LOCAL
GOVERNMENT  ENTITIES  SHALL  NOT ENGAGE IN ANY OF THE UNFAIR LABOR PRAC-
TICES ENUMERATED IN SECTION SEVEN HUNDRED FOUR OF THIS ARTICLE.
  S 2. This act shall take effect immediately.
