BILL NUMBER:A8715 TITLE OF BILL: An act to amend the labor law, in relation to prohibit- ing private foundations that discourage union organizing from receiving public funds PURPOSE: This bill prohibits private foundations that receive public funds to engage in unfair labor practices. SUMMARY OF PROVISIONS: Section 1- The labor law is amended by adding a new section 704-b. Section 2- Contains Effective Date. JUSTIFICATION: This bill would ensure that any private foundation which receives any grants or loans from state and local entities shall not engage in any unfair labor practices. All employees should be able to unionize if they feel the need to and should not feel threatened to do so. It keeps these private foundations honest and treating these employ- ees fairly. PRIOR LEGISLATIVE HISTORY: New legislation. FISCAL IMPLICATIONS: None. EFFECTIVE DATE: This act shall take effect immediately.

ALESSI, BALL, MAISEL, BENEDETTO, TOWNSEND -- read once and referred to the Committee on Labor AN ACT to amend the labor law, in relation to prohibiting private foun- dations that discourage union organizing from receiving public funds THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The labor law is amended by adding a new section 704-b to read as follows: S 704-B. PROHIBITIONS AGAINST PRIVATE FOUNDATIONS. A PRIVATE FOUNDA- TION, AS DEFINED IN SECTION 509 OF THE UNITED STATES INTERNAL REVENUE CODE OF 1986, WHICH RECEIVES ANY GRANTS OR LOANS FROM STATE AND LOCAL GOVERNMENT ENTITIES SHALL NOT ENGAGE IN ANY OF THE UNFAIR LABOR PRAC- TICES ENUMERATED IN SECTION SEVEN HUNDRED FOUR OF THIS ARTICLE.
