AN ACT in relation to authorizing a study on the feasibility of  retain-
  ing the New York State Veterans Home at Oxford, New York

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Notwithstanding any other provision of law, there is hereby
established a moratorium on the demolition, destruction or razing of the
New York State Veterans Home at Oxford, New York. The duration  of  such
moratorium  shall be for a period of one year beginning on the effective
date of this act, and may be renewed for an additional year  by  act  of
the  legislature  at  the  end of such period. During the period of such
moratorium, the department of health is authorized to conduct a study on
the feasibility of retaining such veterans home.  Such study shall exam-
ine potential uses for such veterans home.   Such potential  uses  shall
include,  but  shall  not  be  limited to, an extended care facility for
veterans, a veterans' domiciliary, a veterans' clinic, office space  for
state  agencies,  and a reserve medical facility to be used in the event
of a natural disaster or terrorist  attack.  The  department  of  health
shall  report  its findings to the governor and the legislature no later
than thirty days prior to the termination of the moratorium  established
pursuant to this act.
  S 2. This act shall take effect immediately.
