AN  ACT to amend the vehicle and traffic law and the administrative code
  of the city of New York, in  relation  to  requiring  carbon  monoxide
  detectors in taxicabs

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Subdivision 3 of section 498 of the vehicle and traffic law
is amended by adding a new paragraph l to read as follows:
  L. THE LICENSING JURISDICTION REQUIRES THAT  A  PRE-ARRANGED  FOR-HIRE
VEHICLE  SHALL BE EQUIPPED WITH AN OPERATIONAL INSTALLED CARBON MONOXIDE
DETECTING DEVICE.
  S 2.  Paragraphs 14 and 15 of subdivision c of section 19-537  of  the
administrative  code  of  the  city  of  New York, as added by local law
number 12 of the city of New York for the year 2009, are amended to read
as follows and a new paragraph 16 is added to read as follows:
  (14) a driver who does not use a cell phone (hand-held or hands  free)
while driving; [and]
  (15) decline to tip for poor service[.]; AND
  (16)  A  CAR  EQUIPPED  WITH  AN OPERATIONAL INSTALLED CARBON MONOXIDE
DETECTING DEVICE.
  S 3. Paragraphs 10 and 11 of subdivision d of section  19-537  of  the
administrative  code  of  the  city  of  New York, as added by local law
number 12 of the city of New York for the year 2009, are amended to read
as follows and a new paragraph 12 is added to read as follows:
  (10) a driver who does not use a cell phone (hand-held or hands  free)
while driving; [and]
  (11) decline to tip for poor service[.]; AND
  (12)  A  CAR  EQUIPPED  WITH  AN OPERATIONAL INSTALLED CARBON MONOXIDE
DETECTING DEVICE.
  S 4. This act shall take effect on the ninetieth day  after  it  shall
have become a law.

                      [ ] is old law to be omitted.
